How to get planning permissions for villa renovations in Dubai

Renovating a villa in Dubai is not as simple as hiring a contractor and starting work. Unlike the UK, where planning rules differ by borough, Dubai approvals are centralised and processed through a structured authority system. If you get it wrong, your project can stall for months. If you get it right, the process is smooth and predictable.

Here’s a straightforward guide to how planning permissions work for villa renovations in Dubai, and how NU manages the entire process for clients.


Step 1, Appoint a licensed architectural consultant

Every renovation that involves structural changes, extensions, façade updates, pool works, new windows, new MEP, or layout modifications must be submitted by a Dubai Municipality (DM) approved architect or consultant. This consultant prepares drawings, coordinates with structural engineers, and acts as the official point of contact.

Step 2, Prepare detailed architectural drawings

Dubai Municipality and DDA (Dubai Development Authority) will only approve plans that are clear, dimensioned, coordinated, and compliant. Sketches aren’t accepted. You need:

• Existing drawings• Proposed layouts• Structural details• MEP strategy• Elevations and sections• Site plan• Health and safety compliance

Most delays happen because incomplete drawings are submitted. NU’s British-led design team produces full technical packs before anything goes to the authorities.


Step 3, Structural review and engineering approval

If your villa renovation affects load-bearing walls, slabs, beams, staircases, extensions, or new openings, the structural drawings must be stamped by a licensed structural engineer. Dubai takes structural integrity seriously, and all calculations must be submitted with the application.

Step 4, Submit the application through the Dubai Municipality portal

All approvals are processed online through DM or, depending on the community, through:

• Trakhees• DDA• RERA• Nakheel• Emaar• Dubai Hills• Jumeirah Golf Estates• Palm Jumeirah (Nakheel)• District One and Meydan

Each master developer has its own guidelines that must be met before Dubai Municipality gives final approval.

Step 5, Site inspections and final approval

Once approved, the contractor must be licensed and hold the correct classification to carry out the works. Periodic inspections may take place depending on the scale of the renovation, especially for pools, extensions, and structural changes.
